As soon as I launch the games, I can hear the fans spin up and stay at that level. Cyberpunk tests to some also show full power, as the game is using an inhouse engine. For example UE3 had some reputation for stuttering to some. The game runs UE4 engine, which may have some different takes on various set up. I don't know your set up, but make sure to indicate FPS caps, since if you're uncapped you just tell the game to punch out everything that is possible. Afterburner also points the game at times to run at 100%, but fans are not even at full speed percentage.
